Herefordshire's draft local plan, covering new housing, employment land and much in between until 2041, is throwing some of the county's existing tensions into sharper focus.
It's widely conceded that new houses are needed across the county. But the housing that locals want - affordable, modest, suitable for both younger and older folk - are not generally the same as those developers are keenest to build. And nor are they necessarily in the same places.
Market forces alone will not only fail to meet the housing needs of the county, but could also exacerbate divisions within it.
Let's hope local voices are also heard when planning officials gather to thrash out their new vision for the county.
